Employing “Off Property Projects” to Earn Emission Reduction Credits as a Strategy for Helping to Permit New Industrial Projects and Expansions in the Baton Rouge Area

Dr. Mike McDaniel, BRCAC Executive Director, has drafted a concept paper presenting an innovative strategy for developing emission reduction credits (ERCs) to help with permitting new industrial projects and expansions in the Baton Rouge area.  Dr. McDaniel describes how such a strategy might be implemented as well as the potential benefits for industries seeking ERCs and organizations seeking funding for their emission reduction projects.

The purpose of the paper is to stimulate discussion on strategies to address a serious environmental regulatory constraint looming for industrial permitting and economic development in the Baton Rouge area.
